Les cours de formation et les examens sont basés sur le « Infrastructure Business Case – International Guidance », qui comprend 3 parties : le guide, les annexes et les études de cas. Ceux-ci ont été développés par l'Authority britannique de transformation des infrastructures nationales et des services (anciennement connue sous le nom d'Infrastructure Projects Authority), avec l'aide d'experts de l'industrie, et approuvés par le Better Business Case Standards Board (au Royaume-Uni).
